we all know sean and rob's last posting in this mailing list http://elists.resynthesize.com/idm/1999/06/483735/ they use an "edited" list of keywords, that are said to jam echelon, in every one of their mails (the "complete" list: http://www.attrition.org/misc/keywords2.html) now go to the project's website http://www.jamechelon.org/ and ctrl-f "dual purpose." maybe they were looking for a name for this side project, when they came across this website, which obviously inspired them in at least one way, if it only was to use the suggested keywords in each of their mails... they posted and used these keywords on Jun 13, 1999, shortly before dual purpose's first e.p. was released.
