I believe the program is called virtualdub, or something like that. pretty
sure it's virtualdub, though.
it opens a video file and converts it to whatever codecs you have
available. It tends to save as .avi, but as Nero and most other
cd-burning programs can convert AVI (if it's in the right format, mpeg2)
to VCD format on the fly.
it's pretty cool. I use it for Futurama episodes that aren't out on DVD
yet. Anything that gives me a problem burning, I just reconvert it, and it
works fine. Just set up the codecs fine and it'll work.
