Tim koch, aspen... They're australian, I believe. Australia also has very few people. I mean, there's the eastern coast, but most of the cities are obsessed with "scenes" and not simply just making good music. Given the difficulty of getting stuff to australia, I'm not surprised there are precious few idm-ers.
