Actually, any program that would edit mp3's directly *would* decode them,
as they're essentially just data files on their own (like zip files). Even
programs that play them decode them, although it's all in RAM.
So, ideally, any program that can open mp3's and then re-encode them would
work. Unfortunately, there's nothing that does that non-destructively :(
