Pizzicato 5, Fantastic Plastic Machine, are the two big ones that come to mind.
There are loads of other people/groups which fit into the so-called 'shibuya
kei' genre that are worth checking out too. A good place to start out with P5
(who have a ton of albums) might be Made in the USA (probably easy to find),
The sound of music, or Happy End of the World. For FPM I don't like the most
recent album as much as the earlier stuff (though take me to the disco is a
killer track even in the wierd album version).
Also, Dmitri from paris, a bunch of stuff on labels like Emperor Norton (which
I guess A & C are in fact on), Cibo Matto (though I'm not a huge fan), Takako
Minekawa, etc. Possibly less what you are looking for are things like Tipsy
and more downtempto exotic stuff.
Emusic has a whole bunch of the stuff I have mentioned, and AMG's list of
related music can be moderately helpful towards finding more.
