Pizzicato 5, Fantastic Plastic Machine, are the two big ones that come to mind. There are loads of other people/groups which fit into the so-called 'shibuya kei' genre that are worth checking out too. A good place to start out with P5 (who have a ton of albums) might be Made in the USA (probably easy to find), The sound of music, or Happy End of the World. For FPM I don't like the most recent album as much as the earlier stuff (though take me to the disco is a killer track even in the wierd album version). Also, Dmitri from paris, a bunch of stuff on labels like Emperor Norton (which I guess A & C are in fact on), Cibo Matto (though I'm not a huge fan), Takako Minekawa, etc. Possibly less what you are looking for are things like Tipsy and more downtempto exotic stuff. Nice album on that label is Pepe Deluxe's "Super Sound". Also, Money Mark has just released on Emperor Norton too (Change is Coming) - funky and fun but far too short!
