I don't at all mean to cast aspersions on those local folk willing to make
an effort to track things down for you, but.... the koln konzert is still
readily available through forced exposure (who handles wholesale for a
number of indie record shops), through thrill jockey (official US
distribution hub), and through a-musik (euro-distribution). Your special
order should have easily gone through. The album was released not so long
ago, really-- I'm pretty much convinced it's not out of print.
Not to say I don't share your philosophy on trying to order through the
local shops. I try. It just hasn't been working lately for me either, from
an (also, generally) quite good local. The last few times I've placed an
order, I'm told it can't go through, at which point I handily pick it up
elsewhere (on back-order in two cases, meaning it wasn't just remaining
in-stock).
