If you're trying to rip analog (vinyl/cassette), make sure your system - especially your turntable - is properly grounded. If you happen to be using the same amp to host a cable television signal, disconnect that while you are ripping. It sounds like you have a ground hum problem and cable lines
aren't shielded very well - they are notorious for producing hum which is hard to trace. Also, use as short a connection as possible from your preamp out to your soundcard - and one which is not coupled with another line (to make it long enough) if possible.
