I thought the best sandpaper sleeve was the one for the first Durutti Column album, "The Return of the Durutti Column", FAC14, I think. The idea, spelled out by Tony Wilson as only he can, was that it would destroy all the other records in your collection. And he used to be fond of telling the story of Joy Division sticking the sandpaper to the sleeves whilst watching a pornographic film. I really hate people who do this, but I agree and I felt rather stupid for forgetting to say as much in my original post. Although I think LC is better than "The Return..." Can't argue with your 12 choice.
