okay. the first thing to do, of course, is convert the mp3 back to wav
format. if you have soundforge or any other sound manipulating software,
then you should do a little noise reduction if there is noise - usually no
more than -10db if there is not much noise, otherwise, your fidelity will
be shit. if there's a lot of noise, then you would use say -20db of noise
reduction. then, to improve the fidelity, equalize it. if you want
better highs and lows there is an option to do that in soundforge without
having to manually adjust it. just go to EQ - graphic - and then see your
options to increase/decrease hi's mid's low's, etc..
then when you're done, convert it back to mp3. at least 128 kbps and
perhaps resample it to 44.1khz or higher if you're not going to burn it to
cd.
this is probably the most general method of improving the sound quality of
most downloaded mp3s. however, it all depends on what it sounds like to
begin with. i usually do this series of adjustments to the mp3s i download
and they sound much better.
