Well some pads can fall under that definition, I think that the general definition would be more of a sound that has long attack and decay times, and a generally, washed or reverberated sound. Like an analogue string sound like with the effect level at over 50% or so. Pads are typically mean those long, string-like orchestral sweeps which can be heard in the background of a lot of electronic music. They are usually processed to have a very "soft" feeling to them. Long attack/release. So named because they "pad" the sound, I suppose.
