I'm no fan of Windows, but for the sake of a reality check, that's a stretch. I've added several peripherals (including CD-ROM drives) and changed hdds with no "permission" needed. You'd have to get down to a new mainboard for that - again, not that this is a positive thing in the least, but arguments are better made with less hyprbole and histrionics.
