Isn't it from Robert Anton Wilson and "The Illuminatus! Trilogy" [also
responsible for the Justified Ancients of Mu Mu and a lot of the KLF
mythology]. The 23 thing is about 23 being the most commonly occurring
number and some maths and numerology hocus pocus [ like
http://afgen.com/num23.html ]... Of course this can be countered by the idea
that once you look for a pattern your start seeing it. Kind of like Sir
Francis Galton and his attempt at being paranoid...
