Because then the list that's supposed to be about the discussion of IDM as a whole is suddenly flooded with "LIST3N T00 M3Y H0T N3W TR4CKS Y00" type emails. Plus, you won't receive very much criticism, except from the people that are subscribed to both this and the IDM-Making list, as the people that don't make IDM don't care about your techniques or your synths or your computer, and only care about good IDM. And a lot of their opinions, upon seeing people who send links to "new tracks" to mailing lists, end up being akin to "why should I waste my time listening to this guy if he can't even get a record deal, or at least put this stuff on a CD?" Unless your tracks are completely finished, well polished, and possibly ready for a serious release, most people on this list don't care. On the IDM-Making list, it's all over the place, and people love it. That community is about making music, and making music better. So, you can take your pick. On this list, if you sound like an amateur, you'll get called on it -- publicly. On IDM-Making, you'll get advice and pointers for sounding better.
