if you're talking geography, other Cologne artists include Mouse on Mars and Oval. But, as you mention the Detroit stuff in the same breath, I think of a more general meeting point of German and Detroit techno which might not be limited to Cologne stuff. the Tresor (berlin-based label) compilations might make you happy, as they bring together Detroit and German (and other) techno in a distinctive way.
