Special effects are not specifically prohibited, but basically everything that can be done must be done in camera, as I recall. Of course, Dogme rules are really flexible - one of the rules specifies a non-DV format for movies to be filmed in, and most of the later Dogme films are filmed in DV. Harmony Korine stuffed a pillow under Chloe Sevigny's shirt to simulate pregnancy, which is expressly forbidden by the rules. Italian for Beginners (great film, by the by) has musical that is externally generated - also forbidden.
