Back when I got my first PC, it came with a Sound Blaster Pro, and a program called Dr. Sbaitso which used a similar (if not the same) text-to-speech engine to the one used in Cylob's tracks. Later on it was implemented in the programs that came with the SB16 too, but I don't know what happened with that. Try Creative Labs' site for drivers/programs.
