Nope - you're all wrong. It's a sample from the British movie 'Scum' starring Ray Winstone - directed by Alan Parker I think.
It's set in a borstal. The scene in question is when Ray takes over 'control' of the place by beating the shit out of the previous top guy, known as the 'daddy'. With a snooker ball in a sock as I remember.
As the guy lies on the floor looking a bit worse for wear, Ray is heard to remark 'I'm the fucking Daddy now!'. Squarepusher just cut off the 'now' to make it fit the track better.
I cracked up when I first heard that track, especially as years back me & all my mates went through a phase of saying 'I'm the fucking Daddy now' after seeing that movie.
