Ele is sold out, but you _may_ still find copies from shops
and distributors. From what I know Sigma is not going
to rerelease it.
As a (easyly available) substitute get Entain (2 tracks from Ele
+ 2 new tracks). If you have vinyl player I suggest you to get
the vinyl version because it was specially re-re-mastered at
Dubplates & Mastering under the guidance of Delay himself.
Vinyl version sounds much more 'alive' (specially in the mid-range)
compared to the CD version, check yourself if you don't believe...
