Nope. It's Ian Simmonds as in Juryman (NTone, SSR, ...) and The Sandals (former U.K. band). This album ('Last States Of Nature') is some kind of 'electronic free-jazz'. I may compare it with the Peace Orchestra album or Flanger's 'Templates'.
