A Computer. A Sound Card. An imagination.
Some Software. I recommend Acid, because it's a simple way to put
together tracks. Sound sources? There are free synths. Start out
at
http://www.harmony-central.com, or
http://www.midifarm.com or
do some web searches on 'softsynth'
I've been making music all my life and it's still difficult. It seems
like a lot of people have a hard time taking a step away from the obvious.
There's a gazillion people trying to do it, and most of them suck rocks.
And you'll probably suck for at least a couple of years.
I encourage everyone who wants to make music to try it, but it's something
that has to completely take over whatever free time you have in order to
amount to something. And some people plain have no musical talent.
