What is your source material? MP3's? Or CD's played through your ROM drive? The originals might be mastered very "hot". Your tape deck should have an input regulator (either a dial or a slider - maybe even two for L & R channel on which you can control your levels).

Surgical spirits on a ball of cotton wool or ear bud to clean the heads should do it. It'll come away black and gunky - do this a few times till the cotton wool looks clean.
