I would be willing to create an online database for submitting bad traders -- someone would have to be the mediator though (i.e. A has a vendetta against B, turns him in as a bad trader, B isn't actually a bad trader, etc...) I'm not sure I want that job. But I could create the facilities for something like this.. The most important thing in dealing with bad traders is getting the word out when a trade goes bad. But before you do that, you have to be sure the trader is actually bad by looking for other trading stories. I could have sworn I saw a bad trader page for IDM at one point, but I can't find it now.
