Absolutely. SD 2's scrub mode is great for this (though you do have the
limitation of it being ram-based to contend with) but for shortish
'digital scratching' it's quite cool.

there is an Audiosuite plug-in for ProTools called Vari-Fi (from
Digidesign) that does just this, unfortunately it does ONLY that. It is
supposed to emulate a TT slow-down and you can't
vary the rate of slowdown / speed-up, or scratch or whatever. But if you
are looking for an 'authentic' TT slow-down it might do the job (i
haven't played with it much)
