Well, I dunno. Raymond Scott did some very techno/ambient/idm sounding stuff
before that. I guess it depends how loosely you want to interpret "sounds
like techno". RS had repetative rhythms, bloopy synths (many of which hand
made before the likes of Moog and Buchla), etc, etc. And he did some music
for old WB cartoons to boot! Check out:
