I think _soul_ music is called as such because of the emotional involvement
of the artist. Some songs/tracks you just hear, some you listen to, and
some you feel and feel deeply - those are soulful. It doesn't matter where
you're from or what kind of music it is, it can still have _soul_ if you
think you connect with what the producer/artist was feeling when it was
composed. Music theory can't explain it. I don't belive it to be a race
issue either but perhaps in certain cultures people are encouraged to
express emotion more so than in others - some through music.
