"Definitive" as in ...? Born in the Belgian club scene in the lateish '80s, drove everyone crazy when it first started, heavy sexual imagery (check out some of the track titles!), slowish BPMs, the direct offspring of the more melodic side of industrial dance and acid house. Didn't last too long, mostly because there wasn't enough innovation within the scene to keep it going, but there were some good tracks. People like the Lords of Acid, Praga Khan, and as someone else mentioned, F DeWulf, came from the new beat scene. For what it's worth, I see goa trance as a direct descendant of new beat, both in terms of overall style and philosophy.
