Multsanta could probably give you better ideas, considering he's the
biggest noisy experimental / hip-hop head I know of on IDM...
but here are my suggestions:
Company Flow gets pretty experimental and noisy; in fact, one of the
biggest complaints about CoFlow is that they're too out there in terms
of production.
Pharoahe Monch can get kinda raw at times - check out Internal Affairs
on Rawkus. Probably not entirely what you're looking for, but I've
been bumping "The Light" and "The Truth" so much off that record (plus
the obligatory "Simon Says") that I have to recommend it.
Other than that - maybe some of the NinjaTune/Big Dada artists - Roots
Manuva had some pretty inventive production behind his stuff, though
it's not totally noisy or experimental, it's definitely above the
pack. Check some of the others out, too.
